Capule appointed BSP deputy governor

Bangko Sentral ng Pilipinas (BSP) Governor Eli Remolona Jr. (left) on Thursday administered the oath of office to lawyer Elmore Capule as the new deputy governor for the corporate services sector.

Capule, who succeeded former deputy governor Eduardo Bobier, will be responsible for ensuring the prudent and effective management of the BSP’s resources in support of its core functions.

Capule was promoted after being designated as senior assistant governor in 2019 in recognition of his accomplishments and consistently exemplary performance.

He was initially appointed as head of the Office of the General Counsel and Legal Services in 2013 and became assistant governor in 2016.

The new deputy governor placed third in the 1987 Bar examinations and joined the central bank as bank attorney in 1994.

Throughout his career, he has served as head of various BSP committees and teams, including the central bank’s legislative team.

Capule played a key role in the passage of legislation such as The New Central Bank Act, the National Payment Systems Act, the law strengthening the country’s gross international reserves, the Islamic banking law, the Financial Institutions Strategic Transfer Act, the Financial Products and Services Consumer Protection Act and the Anti-Financial Account Scamming Act.

Capule graduated with honors from the Ateneo de Manila School of Law and earned his Bachelor of Science in Agricultural Business degree from the University of the Philippines Los Baňos.

He teaches banking laws at the ADMU School of Law and used to be a professor at the Far Eastern University Institute of Law.
