NLEX Harbor Link’s C3-R10 section to open on June 15

The Department of Public Works and Highways said the entire C3-R10 section of the North Luzon Expressway Harbor Link Segment 10 will be opened to motorists on June 15, two months behind of the March target because of the Luzon lockdown.

“We are glad to announce that another flagship project, the C3-R10 Section of NLEX Harbor Link, is now back on track and is expected to be completed by June 15,” Public Works Secretary Mark Villar said.

“When completed, the Harbor Link project is expected to cut travel time from Quezon City to Manila from 2 hours to only 10 minutes,” he said. 

NLEX Corp. resumed works on the C3-R10 Section, following new DPWH protocols on construction activities. 

Villar said the segment was originally targeted for completion earlier but works were suspended for two months because of the restrictions from enhanced community quarantine.

NLEX Harbor Link C3-R10 Section is a 2.6-kilometer, 4-lane elevated ramp that will extend NLEX Harbor Link Segment 10 to Radial Road 10 using C-3 Road as its route.

The NLEX Harbor Link C3-R10 Section is among the flagship infrastructure projects under the government’s “Build, Build, Build” program aimed at moving the country forward and improving the lives of Filipinos by implementing major projects involving roads, expressways, bridges, railways, airports and green cities.

The new elevated expressway will reduce travel time between NLEX and R10 in Navotas City from 60 minutes to 10 minutes, ensuring the timely delivery of goods to and from the ports of Manila. It hopes to divert 30,000 vehicles daily away from the traffic choke points of Metro Manila.

Aside from improved movement of cargo in the North and South Harbor, the new expressway is expected to improve the daily traffic congestion in the cities of Caloocan, Malabon, Navotas and Valenzuela.

The DPWH said that when it opens this month, the C3-R10 Section will feature stone mastic asphalt surfacing, computerized toll collection and 24/7 traffic management systems, emergency parking areas with emergency call boxes, variable message signs, and closed-circuit television cameras. 

Roadway lighting and weighing stations for commercial vehicles will also be available in the elevated expressway.
