Immigration agents nab fugitive Taiwanese in Cebu City

The Bureau of Immigration (BI) arrested a Taiwanese fugitive wanted by authorities in Taipei for corrupt practices he allegedly committed when he was an officer in the Taiwanese army.

In a statement, Immigration Commissioner Norman Tansingco identified the captured fugitive as Li Chen Yu, 36, who was arrested in Bgy. Banilad, Cebu City by joint operatives from the BI’s fugitive search unit (FSU) and the police criminal investigation and detection group
(CIDG).

Tansingco said the arresting officers were armed with a warrant of deportation that he signed pursuant to a summary deportation order that the BI Board of Commissioners issued against Li in December 2021.

“Aside from issuing a deportation order, the board also ordered his inclusion in our blacklist and banned him from re-entering the country for being an undesirable alien,” the BI chief added.

According to the Taiwan Economic and Cultural Office (TECO) in Manila, the fugitive is subject of an arrest warrant by the Taoyuan district prosecutor’s office in Taiwan due to charges that he violated his country’s anti-corruption law and criminal code.

Li allegedly committed the offense when he served as a captain in the military dependent service division of the Taiwan’s 6th Army Command wherein among his duties was to receive lease inquiries and applications from members of the public.

However, he reportedly abused his position and committed fraud by forging lease contracts of lands reserved for dependents of military servicemen.

Li also allegedly pocketed proceeds that he illegally obtained from rental payments and deposits from lease applicants which amounted to more than 4 million Taiwanese dollars, or nearly US$128,000.

A check of Li’s travel records showed that he last arrived in the country on  March 8, 2020, thus he is already an overstaying alien. He is also undocumented due to the revocation of his passport by the Taiwanese government.

The Taiwanese was later committed to the BI warden facility in Camp Bagong Diwa, Taguig City where he will remain until he is deported.
