Ombudsman orders Aquino to answer appeal on DAP ruling

The office of the Ombudsman has ordered Former President Noynoy Aquino to submit a comment on a motion for reconsideration (MR) filed on the issue of the Disbursement Acceleration Program (DAP).

The Ombudsman’s special panel of prosecutors gave the former president 15 days to answer the appeal of Bayan Muna Party-list Representative Carlos Zarate.

In his MR, Zarate had questioned why Ombudsman Conchita Carpio-Morales absolved Aquino of criminal and administrative liabilities.

The Ombudsman charged only Former Budget Secretary Florencio Abad with usurpation of legislative powers for supposedly modifying the provisions on savings of the 2012 national budget.

Abad had allowed the withdrawals of P 72 billion worth of government funds for projects of the Aquino administration.

The Ombudsman's ruling came out last March. 

In 2014, the Supreme Court deemed parts of DAP to be unconstitutional.
