President Marcos on Monday expressed concern over a Russian submarine’s intrusion in the West Philippine Sea (WPS) last week, even while the Philippine Navy (PN) later clarified that the vessel’s presence was due to more benign reasons.
“That’s very concerning,” the President told reporters when asked about the presence of the foreign vessel.
“Any intrusion into the West Philippine Sea, of our EEZ, of our baselines is very worrisome,” he added.
However, Mr. Marcos said he would let the military look into the issue further.
The PN identified the Russian submarine as UFA 490, a Kilo II-class diesel-electric submarine of the Russian Navy.
It was initially sighted 80 nautical miles (approximately 148 kilometers) west of Cape Calavite, Occidental Mindoro on November 28.
“Upon receiving the report, the Philippine Navy immediately deployed assets to monitor and address the situation, ensuring the security of Philippine waters.” PN spokesperson for WPS Rear Admiral Roy Vincent Trinidad said Monday afternoon.
He disclosed that the Navy’s BRP Jose Rizal (FF150) established radio communications with the submarine, which confirmed its identity, crew complement, and navigational intent.
The Russian vessel stated it was only seeking shelter from a storm and was awaiting improved weather conditions before proceeding to Vladivostok.
Philippine naval forces, including FF150, escorted and monitored operations to ensure the submarine’s compliance with maritime regulations within the Philippine Exclusive Economic Zone (EEZ), Trinidad noted.
He said the Russian vessel did not submerge as it moved slowly northward, and exited the country’s territorial waters over the weekend.
Trinidad assured that throughout its passage, the Russian vessel was under the watchful eye of the BRP Jose Rizal.
“The AFP emphasizes its unwavering commitment to safeguarding the country’s maritime sovereignty while maintaining professionalism in interactions with foreign naval vessels. Our operations remain consistent with international maritime laws and demonstrate our dedication to regional peace and cooperation,” he added.
The Ufa is considered one of the most highly advanced of Russia’s “silent submarines,” capable of firing Kalibr cruise missiles, which have been widely used in Ukraine.
The 74-meter-long submarine has an operational depth of 240 meters and can dive to a maximum depth of 300 meters.
