Bishop demands state actions on quarrying ops linked to Bicol flood

The Diocese of Legazpi called on government leaders to take swift and decisive actions to address the impact of quarrying operations, which is blamed for the widespread flooding in the Bicol region from the effects of severe tropical storm ‘Kristine’ and Super Typhoon ‘Pepito.’

Bishop Joel Baylon addressed his appeal to President Ferdinand Marcos, local government officials, and heads of national agencies during a recent press conference, emphasizing the clergy’s shared struggles with affected communities.

Baylon proposed key measures, including the conduct of an impartial environmental study on the impacts of quarrying and road construction in Albay. He called for the creation of a provincial mining regulatory board to oversee operations.

He also asked for an investigation into substandard public infrastructure and alleged irregularities in quarrying permits, as well as measures to ensure that quarry revenues benefit local communities through improved social services.

Senator Imee Marcos echoed this call for accountability during her visit to Legazpi City. She highlighted a national government allocation of P137.8 billion for Bicol flood control projects from 2017 to 2024, many of which remain incomplete.

Marcos criticized the absence of a comprehensive flood control master plan, citing fragmented and substandard projects. She urged leaders to ensure that public funds are spent on sustainable and effective infrastructure that withstands worsening climate conditions.
