Provincial offices tapped in DAR land distribution

Agrarian Reform Secretary Bernie Cruz has tapped the involvement of the provincial agrarian reform coordinating committees (PARCCOM) in the parcelization of 1.36 million hectares of agriculture land in Luzon, the Visayas and Mindanao under the collective certificates of land ownership award (CCLOAs).

He yesterday disclosed his recommendation to allow the participation of PARCCOM, the partner group of the Presidential Agrarian Reform Council (PARC), which is the highest policy-making body of the Comprehensive Agrarian Reform Program.

He clarified that PARCCOM is tasked in the coordination and monitoring of programs, activities, and projects implemented by the CARP-implementing agencies at the field levels.

According to the new chief of the Department of Agrarian Reform, PARCCOM’s responsibilities is to look into the agrarian reform beneficiaries’ situations in their provinces, and to ensure they have the first-hand information to help the support to parcelization of lands for individual titling (SPLIT) project implementers in subdividing the landholdings to the farmers.

“We will deliberate to work out PARCCOM’s inclusion in the SPLIT project’s budget to speed up the objective of giving the ARBs land tenure security and strengthen their rights to their property,” he said.

He vowed to discuss the matter as soon as possible because PARCCOM’s role is vital to successfully implement the parcelizations of lands that would benefit about 1.1- million farmer-beneficiaries in 78 provinces and 15 regions.
