The biennial meet was supposed to happen in November and December this year, but was delayed because of rising COVID-19 cases.
The federation has already warned Vietnam that it needs to decide on its plans for the event by the end of October.
Vietnam initially won its battle against COVID-19, but rising cases last July pushed government officials to have second thoughts on the staging of the games.
