Operatives of National Bureau of Investigation have arrested two persons for estafa as well as graft and corruption in Muntinlupa City.

NBI Officer-In-Charge (OIC) Director Eric Distor identified the suspects as Tessie Alvarez and James Magan, an employee of the Muntinlupa city government.

Alvarez and Magan were presented for inquest proceedings before the Office of the City Prosecutor.

Alvarez was charged with estafa under the Revised Penal Code while Magan was slapped with estafa and violations of the Anti-Graft and Corrupt Practices Act and the Code of Conduct and Ethical Standards for Public Officials and Employees.

Distor said the case stemmed from a complaint against Alvarez whom the victim allegedly hired for the processing of permits required for the installation of water and power services in his residence in Tunasan, Muntinlupa.

In their alleged agreement, Alvarez would process the permits for two weeks in exchange for P43,500.

She claimed she has a contact inside the Engineering Office of Muntinlupa City Hall, whom she named as James Magan.

The complainant paid the full amount, but Alvarez said Magan demanded an additional P15,000 for the release of the permits.

The victim went to the NBI and an entrapment operation was launched on May 28.
