Secretary Mark Villar of the Department of Public Works and Highways inspects the ongoing construction of the Radial Road 10 exit ramp of the North Luzon Expressway Harbor Link, in Caloocan City, on May 31, 2020. The ramp is a 18.8-kilometer long elevated expressway that will connect Mac Arthur Highway and Road 10, and will traverse C3 road in Caloocan and Navotas City.
