Another Chinese-owned illegal establishment in Parañaque City was raided yesterday by city hall personnel resulting to the arrest of a 44-year-old woman who is practicing medical profession and reportedly treating COVID-19 patients.
Raided by the joint team of the city business permit and licensing office (BPLO) and city health office is the Chinese Hospital located at 3985 Lt. Garcia St. corner Airport Road, Barangay Baclaran.
Arrested was Yumei Liang, using a Filipina name Liza Wu, reportedly residing in Ayala Alabang, Muntinlupa City. The incomplete details of her Philippine driver’s license are reportedly altered.
Her Filipino utility boy identified as Hinya Rodriguez, who was at the building during the raid, was also apprehended by authorities. An unidentified relative of Yumei who is also present in the building reportedly escaped.
The suspect yielded several boxes of the drugs which were sold at P100,000 per box.
Each box contains 400 packs of 24 capsules per pack.
The packages of the medicine bear Chinese character markings and English markings
"Linhua Qingwen Jiaonang", “Shuang Huang Lian Kou Fu Ye” and compound amino acid injection manufactured by Kelum Pharmaceutical in China.
The assorted items are located at the third floor of the rented building. Medical beds were also found at the fourth floor of the building.
Lawyer Melanie Marquez-Malaya, chief of the BPLO, said that they found out that the medical clinic has operating in the city for two months only when the government imposed the enhanced community quarantine (ECQ) in Luzon last March.
Malaya said the suspect violated several city ordinances including the city revenue code, operating without mayor’s permit, no working permit and Republic Act (RA) 3720 otherwise known as the Food, Drug, and Cosmetic Act of 2009 and RA 11469 or the Bayanihan to Heal as One Act.
Malaya said the Chinese woman does not know how speak English nor local dialect when city hall officials interrogated her after the raid. She also refused to reveal the supplier of her smuggled drugs.
She added that the clients of the medical clinic were mostly Chinese nationals entering at the back door of the old building. The milk tea business beside the establishment Mayor Edwin Olivarez said that they are trying to locate the sources of the alleged unregistered COVID-19 medicines which were not in line with health standards and with the Food and Drug Administration.
Olivarez said they will coordinate with the National Bureau of Investigation if Yumei is in connivance with Chinese national as Shi Jianchuan who was arrested by operatives in an entrapment allegedly selling medicines for the deadly COVID-19.
The operation was conducted in Binondo, Manila after the NBI received information that there were groups of Chinese nationals engaged in online selling of capsules claiming to cure COVID-19.
Olivarez again appealed to the Bureau of Immigration to immediately deport the illegal doctor for mocking the city ordinances and laws continuing the clandestine operation during the COVID-19 pandemic.
The unlicensed drugs confiscated to Yumei is almost all the same to the capsules of Shi when he was arrested.
Last Saturday, the mayor also urged the BI authorities to deport 44 Chinese nationals who were arrested along with nine Filipinos in a rain on an illegal Philippine offshore gaming operation (Pogo) in Barangay Tambo where police seized firearms, cash and computers.
Authorities said charges for violation of R.A. 10591 or the Comprehensive Law on Firearms and Ammunition Act, R.A. 11332 or the Mandatory Reporting of Notifiable Diseases and Health Events of Public Health Concern Act and R.A 11469 or the Bayanihan to Heal as One Act before the Paranaque City Prosecutor’s Office.
