Speaker Martin Romualdez reiterated the Philippines’ strong commitment to protecting its sovereignty and rights in the West Philippine Sea, emphasizing the importance of an ASEAN Code of Conduct based on the United Nations Convention on the Law of the Sea (UNCLOS).
Speaking at the Manila Dialogue on the South China Sea held Wednesday night at the Grand Hyatt Manila Hotel in Bonifacio Global City, Taguig, Romualdez highlighted the Philippines’ resolute stance, rooted in both national pride and international law.
“Our stance on these waters is not merely geographical; it represents our national pride, economic security, and the legacy we wish to pass on to future generations,” said Romualdez.
He underscored a peaceful and rules-based approach, citing the landmark 2016 Arbitral Award based on UNCLOS, which invalidated China’s extensive territorial claims.
“This ruling establishes our rights under international law, affirming them as legitimate and recognized. It refutes any claims beyond the bounds of UNCLOS, safeguarding our sovereign rights within our exclusive economic zone,” the Speaker stated.
While celebrating the legal victory, Romualdez acknowledged the continued need for vigilance and action amid escalating provocations in the WPS.
He cited recent incidents involving the ramming and interference with Philippine vessels and fishermen, calling these actions “unacceptable” and underscoring the nation’s firm diplomatic stance.
Romualdez reiterated the Philippines’ dedication to diplomacy and a peaceful resolution, stressing the importance of international support from partners like the United States, Japan, Australia, and European nations.
Expressing a commitment to ASEAN unity, Romualdez urged member-states to work together towards a meaningful Code of Conduct aligned with UNCLOS principles. “A unified ASEAN voice is essential in maintaining stability and asserting that our region stands for cooperation—not coercion,” he said.
Romualdez also highlighted the Philippines’ actions to bolster maritime security, transparency, and global solidarity in support of a stable South China Sea.
“As Speaker, I affirm the legislative branch’s commitment to strengthening maritime security. We are enhancing our coast guard, investing in research, and collaborating with regional allies for a free, open, and stable South China Sea,” he said.
Romualdez called on all Filipinos to support these efforts, recognizing the shared role in defending the nation’s maritime rights.
“From fishermen to legislators, each of us plays a role in safeguarding our legacy. The WPS resources feed millions, support our economy, and are integral to a legacy we must protect for future generations,” he said.
In conclusion, the Speaker stressed that the Philippines’ stance on WPS extends beyond territorial concerns to core principles.
“It’s about proving that the rule of law is stronger than aggression, that sovereignty is a right for all nations, and that we will secure a safe, respected, and sovereign Philippines for future generations. With the support of our allies and our people’s solidarity, we will uphold our dignity and sovereignty.”
