Senator Sherwin Gatchalian on Thursday called for redesigned flood control projects to accommodate rapid urbanization and high population density in Metro Manila in the wake of violent storms this week.
Gatchalian attributed the severe flooding in his hometown Valenzuela City to the massive amount of rainfall brought by the southwest monsoon enhanced by Super Typhoon ‘Carina,’ high tide, and the overflowing of dams.
He recommended that drainage systems should be enlarged, waterways dredged and kept unimpeded, and dam management must be seamlessly coordinated to prevent similar calamities from emerging again.
The senator also criticized forecasters at the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) for not warning local government units (LGUs) early enough, which left many residents trapped in their homes.
Senator Ramon Revilla, Jr., chair of the Senate Committee on Public Works and Highways, announced plans to hold a Senate hearing to investigate the widespread flooding caused by ‘Carina,’ which intensified the southwest monsoon weather system across Metro Manila.
Revilla noted that he had previously urged the Department of Public Works and Highways (DPWH) and the Metro Manila Development Authority (MMDA) to address infrastructure and drainage issues.
The seasoned politician from Cavite, however, acknowledged that despite their preparations, the effects of the typhoon and monsoon rains were devastating. He hoped it should not happen again.
Senators Juan Miguel Zubiri and Joel Villanueva earlier blamed reclamation projects for contributing to the severe flooding. Senator Joseph Victor Ejercito also believed such developments could be a factor.
Senate Majority Leader Francis Tolentino, meanwhile, praised disaster responders and media personnel who risked their lives to assist and inform the public during the flooding in Metro Manila and nearby provinces, including Rizal, Bulacan, Cavite, and Batangas.
“We are deeply grateful for your hard work, dedication, and sacrifices,” Tolentino said, highlighting the importance of reliable information in disaster situations.
Tolentino thanked the Philippine National Police (PNP), Bureau of Fire Protection (BFP), Philippine Coast Guard (PCG), and the Armed Forces of the Philippines (AFP) for their efforts in leading search and rescue operations.
He also acknowledged the contributions of the MMDA, the LGUs and their respective disaster rescue teams and volunteers for responding quickly to assist residents in distress during the height of the severe weather disturbances.
“The most difficult times bring out the best in us. It is the Bayanihan spirit that binds us and defines our distinct character as Filipinos,” Tolentino said. “Our tasks are not yet done. Many communities need help, and no one should be left behind.”
