The Metropolitan Manila Development Authority (MMDA) will start on Thursday the implementation of the adjusted 7 a.m. to 4 p.m. working hours as part of its efforts to address road congestion in the National Capital Region (NCR).
“Starting May 2, the MMDA will be able to provide services earlier. From 7:00 in the morning, the MMDA Head Office located at Julia Vargas Avenue corner Molave Street, Barangay Ugong, Pasig City is open to the public,” the agency stated in its advisory.
It added some staff will be temporarily assigned to complete public transactions until 5:00 p.m. for continuous public service.
Aside from the MMDA, the earlier work schedule will also be enforced in NCR local government units (LGUs) based on Resolution No. 24-08, s. 2024, which was approved by the Metro Manila Council (MMC) last month.
The MMC, composed of 17 local chief executives in Metro Manila, is the governing board and the policymaking body of the MMDA.
Under the MMDA resolution, the working hours in the LGUs will shift from the traditional schedule of 8 a.m. to 5 p.m. to 7 a.m. to 4 p.m.
The resolution highlights the persistent traffic congestion in Metro Manila and the need for innovative solutions to improve commuting conditions and the well-being of citizens.
A recent study supports the potential effectiveness of implementing a standardized working schedule for government offices in Metro Manila, particularly during peak hours, in reducing traffic congestion.
LGUs were advised to issue an ordinance to implement the adjusted working schedule.
Government agencies in Metro Manila delivering essential services may adopt the adjusted working schedule provided that they ensure continuous and uninterrupted public service delivery.
MMDA chairman Romando Artes said the traffic situation in Metro Manila is caused by the continuing increase in vehicles in the NCR, the condition of the streets, and infrastructure projects, among others.
The agency is investing in modern technology for more effective traffic response, including the integration of Artificial Intelligence and Intelligent Transport Systems in the Communications and Command Center and the use of CCTVs for better real-time monitoring.
