Tuguegarao became the capital of Cagayan province in 1839 after the provincial seat of power relocated from Lal-lo. Eventually, Tuguegarao became the most influential town in Cagayan.
Over the years, many mayors, all of them male, came and went, all leaving their mark on the city. Yet in 2022, one woman dared challenge the norm, proving that women can lead like men, if not better.
From City Councilor, the now incumbent mayor, Maila Rosario S. Ting-Que, rose to the highest executive seat in the Cagayan capital.
As the daughter of the late Mayor Delfin Ting, who served Tuguegarao from 2007 to 2013, Ting-Que can proudly say that public leadership runs in her blood.
While some may doubt having a woman as mayor, Ting-Que promises to show how her capabilities can inspire others and bring new developments to the city.
Her leadership style is more of a people-first approach, as she believes that her passion for leading her community will be evident in how she uplifts the people to meet their full potential.
Ting-Que is also very hands-on as a mayor. She’s often seen spearheading projects like road developments, investment ventures to boost the local community, tree-planting activities, efforts to support the academe and its students, and empowering service providers, among other initiatives. Whether for young or old, Ting-Que always keeps them in mind.
She also values her public’s safety, especially in times of crisis. Through social media, a powerful modern tool, Ting-Que keeps her constituents informed about the city’s current status to warn them about possible threats and prepare them for any developments.
In line with her approach of putting the people first in her administration, the city mayor keeps the doors of her office open so she can listen to her constituents’ concerns and learn how she can further support the various sectors of society.
The Tuguegarao City Mayor adds a touch of femininity in all she does, showing the public that being gentle and understanding about issues and priorities can go a long way.
When necessary, she demonstrates her strength and courage as a leader. She doesn’t look away from pressing issues in the city. Instead, she faces them head-on and campaigns for the truth to keep her constituents looped in about what’s happening in their community.
Last September, Ting-Que received recognition as one of the most proficient Mayors in the country who has showcased outstanding leadership, as per the RP-Mission and Development Foundation Inc. (RPMD) “RPMD’s Boses ng Bayan” poll conducted from June 25 to July 5, 2023.
Being a woman in public service, especially in a male-dominated city, is no easy task. But there’s no stopping trailblazing women from assuming a position and demonstrating their leadership skills, like Ting-Que. Although the first female mayor of Tuguegarao, she earned her constituents’ confidence through her steadfast leadership that also embodies grace. The people of Tuguegarao are waiting to see what’s next for them with her at the helm.
