The Department of Transportation is targeting to hold the Swiss challenge for the three regional airports proposed by AboitIz InfraCapital Inc. within the year.
DOTr undersecretary for aviation and airports Roberto Lim said the National Economic and Development Authority is currently evaluating the unsolicited proposal to modernize the Laguindingan Airport, Bahol-Panglao International Airport and the Bicol International Airport.
“I think the three are already with NEDA-ICC. These are unsolicited proposals that were submitted in the last administration. We hope that this month or next month NEDA comes up with a decision,” Lim said.
“After that, Swiss challenge. I think at least two or three will be up for Swiss Challenge within the year,” he added.
Swiss challenge is a form of procurement, usually required in an unsolicited project, where other parties are given an opportunity to challenge the bid of the proponent.
Lim also expects the proponents of the other provincial airports will submit their revised proposals to NEDA in the coming months.
The agency earlier asked the proponents of the operation and maintenance and development of regional airports to re-submit “improved” unsolicited proposals based on amended implementing rules and regulations of the Build-Operate-Transfer Law.
