Newly-appointed anti- poverty czar Larry Gadon says he will veer away from the government tendency to rely on “dole-out” or “ayuda” programs, but instead focus on small jobs-creation strategies that would seek innovative partnerships with the private sector to set up micro industries in various parts of the country that would provide livelihood and employment opportunities for the poor.
