Some 40 couples in Navotas celebrate Valentine’s Day this year as they gathered to exchange vows in a ‘Kasalang Bayan’ with their families and friends as witnesses. Mayor Toby Tiangco, John Rey Tiangco, and other officials, led the ceremony.
