The provincial government of Cavite said Monday it deferred the bidding on Sangley International Airport Project by 22 days upon the request of the bidders.
Cavite Governor Jonvic Remulla said the bid submission for the $10-billion project was moved to Dec. 17 after prospective bidders requested for an extension.
Remulla said the deadline was moved from Nov. 25 “upon request of the bidders to give them time to prepare a bid.”
Jesse Grepo, secretary of the PPP for the Sangley International Airport Project, confirmed the new schedule as Dec. 17.
“Some of the candidate JV partners requested the PPP-Selection Committee to give them additional time to prepare their JV proposals, for them to complete the necessary documents for the proposal,” Grepo said.
“They had requested a 60-day [from the Nov. 25, 2019 deadline for the candidate JV partners to submit their proposal] extension but because of the project’s tight development schedule, the committee could only grant an extension up to Dec. 17,” he said.
The Cavite provincial government earlier said Metro Pacific Investments Corp., Philippine Airport Ground Solutions Inc., Mosveldtt Law Offices, PICTO, Langham Properties Inc., MacroAsia Properties Development Corp. and China Communications Construction Co. bought bid documents for the project.
The awarding of the contract is on Jan. 12, 2019.
The provincial government of Cavite is the lead proponent and implementing agency of the project under a public-private partnership scheme, while the selected joint venture partner will provide the necessary equity investment and credit enhancements subject to a further competitive process or price test.
Aside from the legal, technical and financial qualifications set by the provincial government, the selected JV partner should also pass the credit standards of project lenders.
The request for proposals will require project feasibility study, instructions to candidate JV partners and the draft joint venture and development agreement.
Cavite would separately bid out the operations and maintenance of the new international airport.
