Pasay City Mayor Emi Calixto-Rubiano on Tuesday warned Pasayeños against going out of their houses or going to a public place half-naked—meaning the upper half of their body not covered by any clothing or garment—lest they face heavy penalties.
“Please bear in mind that the City Government, as part of its measures to enhance further the new image of Pasay City through discipline, cleanliness and orderliness, is enforcing Ordinance 6004, which prohibits persons in the city of Pasay from exposing themselves in a public place half-naked,” Calixto-Rubiano said.
Citing the ordinance enacted last June, Calixto-Rubiano said Pasayeños going shirtless in public places or outside their private residences are deemed to be projecting themselves as “thugs.”

The Ordinance states: “Appropriate manner of dressing needs extra attention by the city government as an orderly act that shall contribute to the atmosphere of decency and high moral outlook of the people of Pasay.”
“The City of Pasay firmly believes that all persons must be in proper attire while in public places or outside of their private residences in the city,” it adds.
It further says: “No person/individual of legal age in the City of Pasay shall expose himself (walk, run, stand, jog or the like) outside his/her private residence half-naked.”
Penalties for the violation of City Ordinance 6004 range from a fine of P2,000 or 12 hours of community service on first conviction; a fine of P3,000 or 18 hours of community service on second conviction; and, on third conviction, a fine of P4,000 or 24 hours of community service or both at the discretion of the Pasay court.
The Pasay Police Station Commander shall be responsible in monitoring the record of conviction of the offender to determine the frequency of such conviction in case of future violation of the same nature.
