Chinese nationals (from left): Zhang Xiuqiang and Fan JianPing, both residents of Unit 2001 Avangate Residences, Meralco Ave., Exchange Road in Ortigas, Pasig City were arrested after they tried to bribe SIDMS personnel with P1.7 million in exchange for the freedom of their friends who were earlier arrested on Oct. 10, 2019 for violation of RA 10364.
