A non-government organization expressed its opposition to the proposal of the NAIA Consortium to rehabilitate and develop the Ninoy Aquino International Airport, alleging that the project would be grossly disadvantageous to the government.
The National Economic Protectionism Association said in a letter to Transportation Secretary Arthur Tugade dated Sept. 3 the “award of the concession for the Ninoy Aquino International Airport rehabilitation project may subject the officials of the three agencies to plunder charges for causing undue injury to the government and for entering into a contract that is manifestly and grossly disadvantageous to the government.”
NEPA was referring to Manila International Airport Authority, the National Economic and Development Authority and the DOTr.
The MIAA previously granted an original proponent status to a consortium composed of the Ayala Corporation, Metro Pacific, Asia’s Emerging Dragon, Aboitiz InfraCapital, Alliance Global, JG Summit and Filinvest.
“The grant of an OPS was illegal because the NAIA rehabilitation project does not introduce any new technology, and merely consists of the expansion of existing terminals, the introduction of commercial spaces, the introduction of vehicles that will ferry people from one terminal to another, and the improvement of airside infrastructure such as taxiways and aprons,” NEPA said.
