The Department of Health-CALABARZON (Cavite, Laguna, Batangas, Rizal, Quezon) conducted a week-long orientation on Universal Health Care for leaders of Sangguniang Bayan and Panlalawigan and Association of Barangay Captain Presidents of Batangas and Quezon.
“We will continue our advocacy campaign for UHC and provide a forum for all stake holders. local leaders, especially in the pilot areas, on the objectives and provisions of UHC and how important their role in the success of its implementation at the grassroots level,” Regional Director Eduardo Janairo said.
He said education and proper information on the application and execution of the UHC program would redound to its success.
However, Janairo also cited the need for valuable political leadership and support of all the local leaders working together to achieve the beneficial purpose of the program.
Republic Act 11223, also known as the Universal Health Care Law, is defined as access to the full range of the most appropriate health care and technology for all Filipinos at the lowest possible price including social health protection.
Regional UHC Point Person Dr. Monica Jennifer Victorino said the UHC advocacy team will continue to reach out to all local government unit leaders and inform them on how they can benefit in the various health system reforms under the UHC.
“They are the recipient of health care services and it is important that they recognize their role in the service delivery network under the proposed province or city-wide health system which will deliver the required health care services for their constituents.”
“It is very important that all issues and concern regarding the implementation of UHC must be resolved and all stakeholders will come into an agreement and convey their support towards the implementation, institutionalization and sustainability of the in their respective provinces,” she explained.
DOH-CALABARZON has been conducting a regionwide advocacy, planning and workshop for local chief executives together with their provincial/city/municipal health officers.
It has prepared action plans for the implementation of the province-wide Universal Health Care which will include signing of the Universal Health Care Resolution after all LGUs are oriented and well-informed.
Janairo assured that inequities in LGU health services, including human resource for health (HRH), health services, medicines and equipment will be resolved.
