Two high-ranking police officials, who were just designated to their new post after Philippine National Police Chief Oscar Albayalde assumed office last month, were transferred to other assignments following a revamp in the PNP on Friday.
National Capital Region Police Office director Camilo Cascolan, who was just six weeks as Metro Manila commander, was designated head of the Civil Security Group replacing Director Federico Dulay Jr.
Cascolan is a batchmate of Albayalde in the Philippine Military Academy Class 1986.
Chief Supt. Guillermo Eleazar who was named as chief of the Calabarzon for the last 43 days, was named as the new NCRPO chief replacing Cascolan.
Aside from Cascolan and Eleazar, five other ranking police officials were ordered reassigned to their new posts.
Civil Security Group head Director Federico Dulay Jr., who vacated his post to give way to Cascolan, was appointed to the Office of PNP Chief Albayalde.
The Police Regional Office Calabarzon that was vacated by Eleazar will have a new head in Chief Supt Edward Esperat Carranza, the former head of the Cordillera police office.
Albayalde also ordered the relief of Chief Supt. Rolando Zambale Nana from the NCRPO and reassigned him to the Cordillera Police Regional Office while Chief Supt Rolando Barajan Anduyan was transferred to the NCRPO from the Autonomous Region in Muslim Mindanao.
The reshuffle also took effect in the Western Visayas Region as its Chief Supt Cesar Binag was transferred to the Directorate for Information and Communication Technology Management based in Camp Crame.
PNP spokesperson Chief Supt John Bulalacao, meanwhile, has been appointed to replace Chief Supt. Binag at the Western Visayas Region Police Office, while Sr. Supt. Benigno Durana was tasked as the new PNP spokesperson.
Albayalde said the first stage of the revamp is in accordance with the recommendations of the oversight committee that carefully reviews the performance of commanders on the ground.
“There were also some retirements in the police ranks that necessitated movement. We are conducting periodic review of our commanders on the ground and there will be more reshuffles to come,” Albayalde said in an interview.
The reshuffle immediately took effect on Friday.
Meanwhile, newly-designated NCRPO director Guillermo Eleazar has called on individuals involved in illegal drugs not to resist during police anti-drug operations to prevent potential armed confrontation.
“Hindi natin gusto na magkaron ng disgrasya o mamatay subalit kung kinakailangan ‘yon para ipagtanggol ang ating sarili, so be it, gagawin namin ‘yon para ipagpatuloy ang ating kampanya,” Eleazar said.
“Ang intensyon natin is palakasin ang ating operation. Ibig sabihin, dagdagan pa ang intelligence monitoring so that we can conduct more operations against those involved in drugs. Mas maraming operation ang hangad natin, mas marami tayong huli,” he added.
Eleazar also defended the spike in the number of drug suspects being killed in police operations as he clarified that it is not really the intention of the lawmen to make it bloody as the authorities are merely defending themselves.
A total of 4,279 drug suspects have been killed, while 143, 335 drug personalities were arrested since President Duterte launched the anti-illegal drugs war in July 1, 201 to May 15, 2018, according to statistics from the #RealNumbersPH.
