QC ‘SUP’ law passed

QUEZON City Mayor Herbert Bautista has approved an ordinance passed by the 36-member city council setting conditions for special use permits or SUPs for the operation of transport terminals and garages.

City Ordinance No. 2589 will complement the policies of the Metropolitan Manila Development Authority pursuant to the amended implementing rules and regulations of the Quezon City Comprehensive Zoning Ordinance.

“In order to complement the regulatory actions of the MMDA, such as the nose-in nose-out policy, as well as to protect the interest, public safety and general welfare of the commuting public, there is a need to prescribe conditions for the issuance of SUPs to transport companies,” the ordinance read.

Among the conditions were that only public utility vehicles or PUVs owned by the transport companies shall use the terminal, and that PUVs shall have the appropriate body markings of the owning transport company together with the garage address.

The measure ordered the transport companies not to park any of their PUVs outside the terminal or garage and public streets, and the transport companies shall not use the terminals/garages for any other purpose other than to park their PUVs.

In case the transport company is sold, the new owner shall apply for a new SUP to operate, and; the SUP shall be automatically revoked upon the enactment of a law or issuance of an executive order prohibiting the existence or operation of a terminal or garage in the area.

The city council reserves the right to revoke any SUP over habitual or gross violation of traffic laws, rules and regulations committed by the transport companies or their drivers. 

Meanwhile, Bautista on Monday spearheaded the launch of a free high-speed Wi-Fi connection at City Hall.

Bautista graced the launch with the Philippine Long Distance Telephone Co., represented by public sector head Dennis Magbatok. He was joined by Vice Mayor Josefina Belmonte and city councilors.

“The public can now enjoy free Wi-Fi access when they visit the Quezon City Hall,” Bautista said.

The city also recognized its outstanding public school teachers and schools during the World Teacher’s Day Gawad Parangal at the Quezon Memorial Circle.

The city government under Bautista values the effort and performance of schools and teachers in delivering quality education and effective implementation of school-based management clean and green program, disaster risk reduction and management program, sports education program, and Brigada Eskwela through the World Teacher’s Day Gawad Parangal.

Lagro High School bagged the best SBM implementer for the secondary level, while Melencio Castelo Elementary School for the elementary level.

Quezon City employs almost 17,000 public teachers from kindergarten to senior high school, sharing knowledge and wisdom in 96 public elementary and high schools.
