NLEX proposes elevated toll road

NLEX Corp., a unit of the Metro Pacific Group, plans to submit an unsolicited proposal to build a P20-billion elevated expressway connecting Port Area in Manila to the existing Manila-Cavite Expressway.

NLEX president and chief executive Rodrigo Franco said his company was finalizing the study for the development of the new expressway that would connect Cavitex to R10 in Tondo, Manila.

“The alignment is not yet final, but the estimated cost of the project I guess it’s around P20 billion,” Franco said. 

The company is currently constructing the extension of NLEX Harbor Link from C3 Road in Caloocan City to R10 in Tondo, Manila, which is expected to be completed by end of the year. 

NLEX is also building a toll road  linking the North Luzon Expressway and South Luzon Expressway worth P23.2 billion. 

Of the total project cost, NLEX would be investing P15.74 billion on the NLEx-SLEx project, while the government would spend P7.46 billion for right of way acquisition. 

The project is expected to be completed in two to three years, depending on the availability of right of way.

The project involves the construction of an eight-kilometer, four-lane toll road linking the North Luzon Expressway and South Luzon Expressway, passing through Metro Manila and using the existing Philippine National Railway alignment as its route. 

Citra Metro Manila Tollways Corp., which is separately constructing the P26.7-billion Skyway Stage 3 Project, will build the five-kilometer common alignment from Polytechnic University of the Philippines in Sta. Mesa, Manila to Buendia in Makati City of the NLEx-SLEx project.

The company is also constructing the P35-billon Cavite Laguna Expressway, a four-lane, 47-kilometer closed-system toll expressway connecting Cavitex and South Luzon Expressway. 

The expressway will start from Cavitex in Kawit, Cavite and end at the SLEx-Mamplasan Interchange in Biñan, Laguna.

The project will have eight interchanges and one main toll barrier.

MPCALA tapped DM Consunji Inc. to build the Laguna side of Calax and Leighton Holdings of Australia to build the Cavite side of Calax.
