Executive Secretary Salvador Medialdea is defending President Rodrigo Duterte's request for martial law extension at the ongoing special joint session of Congress in Batasang Pambansa on Saturday.
In his opening remarks, Medialdea reported to lawmakers that "the existing rebellion in Mindanao has not been completely quelled."
He cited public safety as among the reasons for the plea for extension.
He said the military in Marawi City is engaging in a new urban warfare with the heavily-armed groups, primarily the Maute and the Abu Sayyaf Group (ASG).
He also noted ASG leader Isnilon Hapilon is still holed up in Marawi City.
Medialdea further stated that criminal organizations supporting the Maute group are either reinforcing the terrorists in Marawi or staging diversionary attacks in other areas.
He also disclosed that foreign terrorists are aiding the Maute group.
Medialdea warned that "the Philippines is in trying times" and that the "global spotlight" is on the country.
He said the world is watching how Filipinos will resolve the terrorism plaguing the south.
Given these scenarios, the executive secretary "implored Congress" to allow the Chief Executive to continue placing Mindanao under martial law.
After his speech, Medialdea faced grilling from lawmakers.
Senate Minority Leader Franklin Drilon questioned Medialdea over the justifications provided by the President for martial law, including drug-related activities and 'drug spoilers' that aggravate the situation.
At one point at 11:05 am, about five young men, who looked like students, caused a brief commotion.
They shouted from the gallery.
They said people must fight martial law.
The security personnel immediately accosted the men and brought them to the security office of the House of Representatives.
