Investigate NPO, group tells Andanar

A transparency and accountability group asked Communications Secretary Martin Andanar to unmask personalities who allegedly act as middlemen and protectors of corruption at the National Printing Office.

Filipino Alliance for Transparency and Empowerment said Andanar can simply talk with NPO employees to find out who are individuals allegedly designated or appointed “collectors” of the NPO.

“The two-week investigation set by Secretary Andanar should cover all issues. The workers union in NPO are asking where are the printing jobs as promised to them?” the group said in a statement.

The group stressed that the probe ordered by Andanar should not only focus on the printing orders given to three other printing companies but should also determine who are liable for the alleged anomalous transaction.

There are also information that the collectors allegedly ask for at least P5 million in “goodwill money” from security printers to obtain the contract they want aside from the alleged 15-percent surcharge on the contract price.

The group had earlier called on the Commission on Audit to look into the reported work orders entered into by NPO despite an existing contract with WVPC worth P74 million.

It was learned that work orders was also awarded to three more printers namely: Best Forms Security Printer with envelope no. 08-2016-3877A worth P34 million; Tri-Print Work with work order 08-2016-3877B amounting to P17 million; and Metro Color with work order no. 08-2016-38777C for P15 million.
