The House of Representatives is conducting a budget hearing for the Department of Transportation and Communications (DOTC).
DOTC Secretary Art Tugade is defending the P 55.47-billion proposed budget for his department for 2017.
Tugade has also explained to the lawmakers the reasons why the Executive Department is seeking emergency powers to solve the perennial traffic congestion in Metro Manila.
The hearing also included a discussion on the qualifications of DOTC underdesecretaries.
Tugade said, these officials were appointed based on their expertise and not on their connections to private firms.
He promised that the undersecretaries will be sacked if he sees issues against them that involve conflict of interest.
