The Anti-Red Tape Authority on Thursday recommended the removal of the third-party liability insurance as a part of the registration process for vehicles already covered by a comprehensive automotive insurance policy.
ARTA director-general Jeremiah Belgica said the procedure imposed by the Land Transportation Office appeared to be redundant and was inflicting additional expense to the public.
“I implore them to look into it and reconsider waiving the requirement provided that the vehicle owner can show proof of comprehensive insurance,” he said.
“As we seek to eliminate overregulation and unnecessary requirements, this would reduce the burden on the transacting public, streamline the vehicle registration process and promote good regulatory principles,” he added.
The proposed removal of the TPL is in line with the agency’s intensified campaign against fixers through entrapment operations, said Belgica.
“In fact, in the course of our entrapment operations, we discovered that the establishment was also collaborating with the fixers and exploiting the public by facilitating medical, insurance and emission testing,” he said.
Belgica said ARTA was aggressively cooperating with the Department of Transportation to remind private emission testing centers, motor vehicle emission control technicians and the Insurance Commission to avoid dealing with fixers.
He said said these entities should be aware that collaborating with fixers for economic and/or other benefit or advantage is in violation of Section 21 under Republic Act No. 11032, otherwise known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
ARTA said appreciated DOTr’s its assistance in ARTA’s anti-fixing campaign and for “responding quickly to requests to issue advisories to PETCs and MVECTs about the extent of services they are allowed to provide and their strict adherence to that limitation.”
The agency also sent a letter to the Insurance Commission and LTO about its recommendation.
Belgica said ARTA was also constantly collaborating with the Philippine National Police-Criminal Investigation and Detection Group and other agencies to remove fixers in the country.
