DOE lists winning bidders for geothermal, wind contracts in 4th selection round

The Department of Energy on Tuesday identified the winners for geothermal and wind pre-determined areas (PDAs) following the 4th Open and Competitive Selection Process (OCSP4).

PDAs refer to locations with potential RE resources, as supported by sufficient technical data, and are suitable for further developments.

The department declared Lopez-led Energy Development Corp. as the winning bidder for the  100-megawatt (MW) Buguias-Tinoc geothermal project and 20-MW Mt. Sembrano geothermal project.

The DOE in an advisory also declared Freya Renewables Inc. the winning bidder for the Pantabangan wind project and the South Luzon Energy Solutions, Inc. for the Bagac wind power project.

It is the first OCSP round to offer PDAs for wind projects, resulting from the recently-completed resource assessment for wind energy in the Philippines.  The OCSP is being adopted as a mode for the selection and award of renewable energy (RE) contracts particularly for identified PDAs through a bidding process.

“All OCSP4 participants will receive the corresponding formal notice on the results of their applications and next step on the process,” the agency said.

The DOE said several PDAs received no applications during the bid opening on Sept. 28, 2023. These PDAs, including six for hydropower and one for geothermal, received no offer.

These are the 4.2-MW Sibalom (Upper) hydro, 1-MW Davildavilan river hydro, 4-MW  Ruparan hydro, 5.65-MW Canayan hydro, 7-MW Three Rivers hydro, 1.71-MW Baua hydro and the 40-MW Mabini geothermal power plant.

It said some PDAs for hydropower received applications but were disqualified due to incomplete submission and were denied of their motion for reconsideration.

These included the 0.5-MW Basak II hydro and the 16.3-MW Carac-an hydro.

Meanwhile, the DOE said several PDAs did not pass the evaluation.

These include six hydro projects such as the 5-MW Tinoc 4,  16.2-MW Alilem, 15-MW Main Aklan, 4.5-MW Sawaga, 3.3-MW Catuiran (Upper cascade) and 3.6-MW Langaran and one wind project which is the San Jose wind project.

The agency said the OSCP for the said PDAS “were declared a failure” and are now open for direct applications.
