The House Legislative Information Resources and Management Department (LIRMD), in collaboration with the Legal Affairs Department (LAD), released a compilation of legal issuances on disaster risk reduction and management (DRRM) at the Women Legislators’ Lounge of the Batasan Complex.
The three-volume compilation, entitled, “Laws, Executive Issuances, Treaties, and Jurisprudence on Disaster Risk Reduction and Management,” consolidates 185 laws and executive issuances, 28 treaty and international agreement digests, and 64 jurisprudence case digests from 1908 to present that touch on and govern DRRM in the country.
The compilation, the second publication collaboration of the two departments, is available in the traditional paper book and electronic book formats.
LIRMD Deputy Secretary General Edgardo Pangilinan, said that the books are designed to serve as comprehensive reference materials to policy makers, policy implementers, students, researchers and advocacy groups.
“This publication stands different and above from similar publications we produced in the past, because this mirrors the thrust of our beloved Speaker Ferdinand Martin Romualdez for more responsive and technology-enabled legislative support services from the House Secretariat,” Pangilinan said.
He noted that the well-being of Filipinos depends on how well DRRM is done given the nation’s susceptibility to various calamities.
Tingog party-list Rep. Yedda Marie Romualdez congratulated the team behind the publication.
“Your diligence and expertise had produced an invaluable resource for disaster resilience. Publications like these will enable us to take decisive steps towards protecting our communities from future calamities,” she said, recalling how Typhoon “Yolanda” devastated Leyte province in 2013.
“It was from the aftermath of that experience that we vowed to be the voice of hope and resilience for our fellow Filipinos,” she said.
Defense Secretary Gilbert Teodoro, who attended the launching, underscored the value of concerted efforts in effectively addressing societal problems.
“Hopefully by working together, we can make more efficient products through the bilateral coordination and cooperation between both branches of government,” he said.
