DOTr asks firms to improve bids on regional airports

The Department of Transportation asked the proponents of the operation and maintenance and development of regional airports to re-submit “improved” unsolicited proposals based on the new rules of the government.

“We already communicated to those who submitted their proposals to re-submit based on the new IRR [implementing rules and regulation] approved by the new government,” Transportation Secretary Jaime Bautista said.

The amended IRR of the Build-Operate-Transfer Law was approved by the Marcos administration on Sept. 15 and took effect on Oct. 12 last year.

“There is already one proposal that was submitted to us last Dec. 2, and we expect the others to submit within January,” he said.

Bautista said while the original proponent status would remain, the bidders should improve their unsolicited proposals.

Aboitiz InfaCapital earlier secured an OPS from the Duterte administration on unsolicited proposals for the new Bohol-Panglao International Airport, Bicol International Airport in Albay and the Laguindingan Airport in Misamis Oriental.

Chelsea Logistics Holdings Corp. also secured an OPS from the DOTr for its unsolicited proposal for the Davao International Airport.

The DOTr awarded an OPS to Mega7 Construction Corp. for the Kalibo International Airport.

Other unsolicited proposals submitted under the previous administration were from Prime Asset Ventures Inc. of the Villar group for the Puerto Princesa Airport and Iloilo International Airport and Philippine Airport Ground Support Solutions Inc. for the Siargao Airport in Surigao del Norte.

The DOTr earlier said about P1 trillion worth or regional airport projects are set to be completed this year.

These are Tuguegarao Airport, Tacloban Airport, Bacolod-Silay International Airport, San Vicente Airport, Ozamiz Airport, Catbalogan Airport, Davao International Airport, Sanga-Sanga Airport and M’lang Airport in Central Mindanao.

The agency was also looking at auctioning off the rehabilitation and development of the Ninoy Aquino International Airport.

The NAIA rehabilitation and development project aims to alleviate the worsening air traffic congestion at the main gateway and resolve capacity constraints by reconfiguring and renovating facilities and enhancing operation and maintenance.

The rehabilitation project also aims to broaden NAIA’s role as a key economic and tourism driver for Metro Manila and the whole Philippines, deliver capital infrastructure investment to improve the airport’s efficiency and increase its capacity to meet the growing passenger demand from the Philippines and the Asia Pacific region.
