Arson probers are trying to determine the cause of the fire that razed a residential block in Manila’s crowded Tondo district on Saturday, with firefighters atop roofs trying to hose down the flames while others are having difficulty penetrating the narrow streets and extinguishing the fire after exhausting their water tank used earlier to put out a fire in Quezon City.
