Umali explains, if the capital punishment will be imposed on crimes like rape, murder and kidnapping, legislators will not be able to arrive at any settlement and the measure may not be approved.
The death penalty bill prescribes death penalty for acts of importing, manufacturing, selling and trading of illegal drugs.
It also states that possession of drugs carries a penalty of life imprisonment.
