Moreno orders release of bonus

CAGAYAN DE ORO—City Mayor Oscar Moreno has ordered the release of the year-end bonus to all city government employees.

Moreno issued a memorandum directing City Administrator Dionnie Gersana, City Budget officer Percy Salazar, City Accountant Beda Joy Elot and City Treasurer Glenn Banez to start the processing of the payroll for this.

The city government has more than 1,000 employees, both regular and job order status.

Moreno said the city government is taking proactive steps in assuring it is able to respond to its mandatory responsibilities towards its employees.

Earlier in June this year, Moreno also ordered the release of mid-year bonus equal to one month salary.

Moreno said the year-end bonus to all its employees will also be equivalent to one month salary and was expected to be released starting Tuesday.

“This will apply to all city government officials and employees—both regular and job order status,” Moreno said.

“I just hope the bonus will help our employees,” Moreno said.

Meanwhile, after failing to bag the coveted Seal of Good Local Governance from the Department of the Interior and Local Government this year, the city government will strive to do more in 2017.

Gersana said failing to bag the Seal of Good Governance is not a setback for the city but a challenge to do better next year.

This year, the city government failed to do well in three criteria for the Seal of Good Local Governance: financial administration, disaster preparedness and social protection.

Gersana said they have implemented innovations for strategic performance management system which will enhance how city hall employees deal with situations everyday to achieve better delivery of basic services.

“This is in line with the DILG innovations that seek to benchmark and gauge the performance of Local Government Units in attaining the United Nations’ Sustainable development goals.

The DILG has issued a new scorecard for the LGUs which includes accountable and transparent LGUs, clean water, energy and sanitation for all, inclusive and equitable education, good health and well-being, disaster resilient communities, business and investment promotions, peaceful, orderly and just communities and clean and liveable environment.

Moreno highlighted the importance of professionalism and continuing good governance practices and providing better services.

“Over the past several months, we have embarked on professional enhancement programs, we have so much to do to provide good performance to our constituents,” Moreno said.
